Export Drawback And Improvement Again

The premier of the State Council, Wen Jiabao, held a standing meeting of the State Council on 12 days.

The tax rebate rate of the products increased from 5% to 9%; the rebate rate of some moulds and glassware, such as metal extrusion dies, increased from 5% to 11%; the rebate rate of some frozen aquatic products such as shrimps and frozen crabs increased from 5% to 13%; the tax rebate rate of goods such as bags, shoes, hats, umbrellas, furniture, bedding, lamps and clocks and watches was increased from 11% to 13%; the rebate rates of commodities such as toothpaste and other non-ferrous metal processing products, such as toothpaste, stone material and aluminum strip, increased from 5% to 9%, respectively; and the tax rebate rates of some electromechanical products such as agricultural pumps, motorcycles, bicycles, household appliances and so on were increased from 3770 to 5%, respectively. The notice clarified the specific scope of 3770 commodities for raising the tax rebate rate. The main contents are as follows: part of the rubber products, such as tires, main body or all of them, are made of artificial fast-growing timber.

The financial offices (bureaus) and the state taxation bureaus of all provinces, autonomous regions, municipalities directly under the central government and cities under separate planning shall be the financial bureaus of the Xinjiang production and Construction Corps.

Approved by the State Council, the decision to increase the export tax rebate rate for some commodities (hereinafter referred to as the tax rebate rate) is decided.

      一、提高退税率的商品范围

(1) raise the tax rebate rate of some rubber products and forest products from 5% to 9%.

(two) raise the tax rebate rate of some moulds and glassware from 5% to 11%.

(three) raise the tax rebate rate of some aquatic products from 5% to 13%.

(four) raise the tax rebate rate of goods such as bags, shoes, hats, umbrellas, furniture, bedding, lamps and clocks, from 11% to 13%.

(five) the tax rebate rates of some chemical products, stone materials and non-ferrous metal processing materials increased from 5% to 9% to 11% and 13% respectively.

(six) the tax rebate rate of some electromechanical products increased from 9% to 11%, 11% to 13% and 13% to 14%.

The above specific commodity names, tax numbers and tax rebate rates for raising the tax rebate rate are attached to the annex.

      二、执行时间

The tax rebate rate stipulated in this notice shall be adjusted as of December 1, 2008.
